Abstract: Observations of high redshift quasars provide direct information on the physical state of the universe at early epochs. The available data suggest well advanced structure formation even at the highest known quasar redshifts and are most easily understood in scenarios in which galaxies primarily formed at redshifts well above 5. Ten separate lines of argument supporting this general conclusion are summarized.
