Abstract: A method for eliminating the contamination of the classic Tully-Fisher (TF) relation by the nonuniform contribution of dark matter to the maximum velocity is discussed. The method leads to a modified TF relation which is free from problems due to unexplained biases over and above the Malmquist bias, strong deviations from nonlinearity, and different effective slopes in different wavebands. The modified TF relation has 0.2-0.3 mag less scatter than the original relation. Application of this and a related relation to a set of five local calibrators and to the Galaxy results in H(0) = 76 + or - 9 km/s/Mpc.
