| Abstract: |
We discuss some principles in developing a Virtual Observatory framework. These include building complex systems from components that can be used as a kit of parts. Web services can be used as such components if they carry automatically parsable information about how they can be used (a capability document), and also if there are common protocols for publication and discovery of these components. |
