Abstract: The origin, history and scientific rationale of the Submillimeter Array project, which dates back to 1983, are described. The current capabilities of, and the planned improvements for, the instrument are also discussed. Jack Welch contributed enormously to the project as an informal advisor, and also as the chair of the Advisory Committee for thirteen years. Interesting excerpts from the Committee's reports are reviewed. Finally, some of the initial scientific results related to Jack's interests and to work at BIMA are described. These include observations of Pluto-Charon, the star forming regions NGC1333 and HH211, and Sgr A*.
